On the Jones act, it's worth noting that the US has never been good at shipbuilding (it managed it during WW2 by spending three times as much per ship as other countries). The Jones act just isn't good at achieving its stated goals - the US could focus in reshoring industries it has a history of being good at while friend shoring shipbuilding (fortunately, most of the best shipbuilders are US allies like Japan, Korea, the Philippines and EU countries).
